In Cheshire East they just turn them off without waiting for the bulbs to fail.

They do that in High Peazk too,.   But I find a positive decision to withdraw a service after due consideration a lot more acceptable than simply allowing the infrastructure to crumble.    Where can such an attitude lead:  don't repair  fire appliances when they fail?

I have done the questionnaire. My main point is that if certain street-lamps are dispersible then it would make sense to turn them off at once rather than wait for them to fail.
