Good afternoon.

There is some confusion as to whether Whaley will get a new Wine Bar to replace the existing taxi building on Buxton Road next to Memories of India.

Whaley Bridge Town Council minutes imply planning permission has been granted.

AIUI:  High Peak Borough Council is the planning authority for Whaley Bridge and, as such, make the final decision.     The Parish Council is a statutory consultee which means that they must be advised of applications within the parish and given the opportunity to comment on them.


In this case it would appear the WBPC was happy to allow the developer to ignore The National Planning Policy Framework but  HPBC is bound to uphold them.   It is curious that the developer went ahead with the application despite being advised that the proposal was unsustainable under NPPF

I appreciate what you are saying but it states in the Whaley Bridge Town Council minutes “ A list of the planning decisions made by High Peak Borough Council in December 2013 was received. The following decisions affecting Whaley Bridge were noted:”

After reading the WBTC minutes my understanding was HPBC had made the decision and the outcome was “Approved”.

Thanks for highlighting this, and taking the trouble to draw our attention to the anomaly.

Our town council minute reports what town councillors were told at the meeting, but there was clearly an error in the report put before us. We have not yet identified how this occurred. 

The minute concerned was supposed to be a record of what the borough had decided. However it is not a correct record of the borough's decision, which as reported by Horwich Ender was for rejection.

The town council had also recorded opposition to the application as recorded in the November minutes:

"Concern expressed about insufficient space for deliveries and access for loading. Overdevelopment of the site and lack of car parking provision. Request that this application is called in for full discussion by the Development Control Committee and recommend a site visit. "

Looking at the Architects plans & the images, the idea looks great, turning a fifties eyesore into the 21st Century, with a modern refreshing amienity. Why does the council have such a conservative view on this? Whaley could do with some more comfort & variety, rather than having to make do with the friendless.dirty tap rooms we endure.Move on!

Agreed would add to moving forward with the times .  The site is not prominent to cause offence to a ` village ` setting .  Exactly what are the reasons for the refusal ?


How independent are our Councillors or are there local people they will expect to ` bend ` their ear ?

Whaley used to have an excellent wine bar - Eduardo's Bistro - at Horwich End.   But there was insufficient trade to sustain it and it is now a Chinese take away.

Hmm..Almost one for the local history section.


I would have called Eddie's a restaurant more than a wine bar. An excellent restaurant it was too - Eddie could certainly cook. Mrs Rock Banker & I were regular customers and had our wedding breakfast there nearly 25 years ago. If I recall correctly the bar area could accommodate only about half a dozen customers comfortably, and the total number of covers in the restaurant could not have been much more than 24. Eddie moved to bigger premises over Cheadle way I think.

I agreeapart from the White Hart theres nowhere decent in Whaley for the under 30'swe are stuck with the grotty dog filled pubs like the Sheps and Goyt younger people would love to go out in Whaley if there were bars worth visiting but there arent and they instead go to Disley Buxton and Hazel grove a new wine bar like Frankies in Disley would do wonders for the town

Athena has got it spot on , well said .   Perhaps WBTC  could do with some younger blood to represent the town as the average age at present leans towards the elderly ( no offence to the present incumbents ) and who appear perhaps over time to have become a little stale and have lost the bite necessary to take this town forward .

To be fair to the Town Council they didn't oppose the application because they don't want a wine bar in the village but because it didn't meet the planning guide lines. As one of the elderly residents I would love to see a decent wine bar in the town - wine drinking certainly isn't the prerogative of the under 30s.


Even better would be a night club where intentionally renowned stars performed nightly

they tried to turn no. 29 into a wine bar .....................................rapid failure
